I remember speaking on that at our CU a year or two back. It's important to put all of the seeming negativity of the passage in the context of God's positive offer to humanity, as articulated in vv16 & 17. You get the same pattern ,of course, in other 'negative' verses. Lots of people quote Rom 3:23, but rarely read out vv23 & 24.
